Because the consequences can be severe, the first step is to determine exactly why the finding was made. In many cases, the government does not clearly explain the factual basis for the decision. It may be necessary to seek clarification directly from the agency or officer involved, or to obtain records through a Freedom of Information Act request, before an effective strategy can be developed.
